Introduction of international Energy Service Company (ESCO) concept for energy saving and waste utilisation for energy production

Phoenix is a Finnish - Russian TACIS - project, aiming at assistance to the regional authorities in the Russian Northwest cross-border areas in developing municipal energy infrastructure. This is done by attracting private and international capital to the area through introduction of ESCO concept for energy efficient and energy saving technologies, where utilising household and industrial waste are underlined. The project is implemented in accordance with the EU environmental policy.

The target groups are local authorities, energy committees, environmental, housing and communal services departments; energy companies and financial institutions both in EU and Russia which can be ESCO participants, consulting and engineering companies on both sides of the border and the population in the cross-border areas.

The main activities of the project are setting up an international ESCO and introduction of the solid waste gasification technologies for energy production and supply.
