International conference in financing of energy efficiency projects for energy managers
Organizers: Lithuanian District Heating Association and Kaunas City Municipality.
This event was held within the frameworks of SENET (Phare) and ESCOBALT (Interreg IIIB) projects.
The International Conference in Lithuania and National Seminars in Latvia and Estonia on Financing and Economic aspects of Energy Saving in Frameworks of CSRC Approach was held. Presentations of these events figured out main aspects and key players of Energy Efficiency financing and difference in attitude to energy efficiency as CSRC contents, where the old EU countries emphasise Environmental aspects of Energy Efficiency and new EU countries - Social aspects. The main problem of implemetnation of Energy Efficiency in New EU countries is the solvency of energy users when mainly invested short-term measures. In the old EU countries the main problem is pragmatic attitude of decision makers to energy efficiency measures when they see energy efficiency as the second-priority business.The attitude of the decision makers to Energy Efficiency and Energy Efficiency Financing in differs from country to country. In general, new EU countries sees Energy Efficiency as own business opportunities and they are quite flexible in adapting the idea of energy efficiency investments. In old EU countries decision makers are more pragmatic and often they has are confident that all economical viable measures in Energy Efficiency is already done and not easily accept new ideas, however this clears-up business field to PPP-financing which have to be popularised and promoted. The financing system in new EU project countries is not as well developed as old EU project countries but they are developing really fast and has much better attitude to energy efficiency.
